  • Board and Commission members must be qualified electors of the City and not be an appointed official, an elected official or an employee of the City. They may serve multiple terms and are appointed by the Mayor with the confirmation of Council. A letter expressing the desire to serve on a board or commission may be forwarded to the office of the Mayor where they will be kept on file until an opening occurs. Only the Civil Service Commission receives remuneration; all other board positions are voluntary and members serve without pay.

The applicant must provide information about their particular situation to intake counselors at Info Line. Info Line personnel will determine if the request is appropriate for the Fund. The Richardson Trust Fund Committee determines if the Fund can assist. There is a one-time lifetime limit of $200 per resident.

  • The City of Tallmadge has received The Certificate of Achievement for Excellence in Financial Reporting for our Comprehensive Annual Financial Report for the last 24 consecutive years (1992-2015). This is a prestigious national award from the Government Finance Officers Association of U.S. (GFOA) and Canada for conformance to the highest standards for preparation of government financial reports. In 2016 the city participated in the GFOA's Popular Annual Financial Reporting (PAFR) Award Program for the first time and received the award for its 2015 PAFR report. The program was created in 1991 by the GFOA to encourage and assist state and local governments to produce high quality popular annual financial reports specifically designed to be readily accessible and easily understandable to the general public and other interested parties without a background in public finance.   • In July of 2021, the City of Tallmadge received a bond rating of Aa2 by Moody’s Investor Service. The high rating reflects the city’s moderately sized tax base situated between Akron and Cleveland, solid financial operations supported by sound reserves, strong financial policies and low debt burden with future manageable levels of expected debt.

    • A “Recreational Fire” is the only type of outdoor fire permitted within the City without prior permitting. A recreational fire is defined by the Ohio Fire Code as an outdoor fire burning materials other than rubbish where the fuel being burned is not contained in an incinerator, outdoor fireplace, portable outdoor fireplace, barbeque grill, or barbeque pit and has a total fuel area of 3 feet or less in diameter and 2 feet or less in height for pleasure, religious, ceremonial, cooking, warmth or similar purposes.
    • Recreational fires shall utilize clean, seasoned, and split firewood for fuel. No trash, yard waste, brush, leaves, or other rubbish may be burned.
    • Recreational fires may be banned, at the State Fire Marshal’s discretion, at any time when determined the atmospheric or drought or other environmental conditions necessitate such a ban.
    • A recreational fire shall be a minimum of 50 feet from any structure.
    • Portable outdoor fireplaces are permitted and shall be used in accordance with the manufacturer’s instructions and shall not be operated within 15 feet of a structure.
    • Fires shall be constantly attended until the fire is fully extinguished. Sufficient water shall be readily available at the fireside to fully extinguish the fire.
    • Where any outdoor fire creates or adds to a hazardous situation or a required permit has not been obtained, a City Safety Official is authorized to order the extinguishment of the fire.
    • City of Tallmadge Codified Ordinance 1511.05 may be referenced for further details on outdoor fires within City limits and 1511.99 for the penalty of violations.

  • Should you wish to become a candidate for an elected position in local government, call the city’s Clerk of Council and/or the Summit County Board of Elections for specific details on offices available and requirements to become a candidate. In addition, there are periodic opportunities for residents to volunteer for other special committees, i.e. Moral Claims Committee, Income Tax Board of Revision, Richardson Trust Fund, Charter Review Committee, etc. Residents wishing to serve on such committees should call the Mayor’s office with their name, address, phone number and desire to serve.

If you have a message you would like put on the board and it meets the following criteria, call or e-mail the Mayor’s office asking that it be added to the schedule. Individuals wishing the Mayor to officiate at their wedding should contact the Mayor’s office for specific arrangements.   • Accessory structures, whether a shed, detached garage or similar, are regulated in size by the accumulative measurement of all accessory structures on your lot. The size is limited, depending on your lot size and house size. For lot sizes larger than or equal to 1.0 acre, the maximum lot coverage of all accessory structures is 2,500 square feet. For lot sizes smaller than 1.0 acre, the maximum lot coverage of all accessory structures shall not exceed 50 percent of the total area of the side and rear yards, provided that, in residential districts, the total floor area does not exceed a maximum of 2,500 square feet. In addition, accessory uses and structures shall not exceed 60 percent of the gross floor area (GFA) of the principal use.

  • Any accessory structure not exceeding 200 square feet requires (only) a zoning certificate. To obtain proper approval, you will need to submit a Zoning Certificate Application with necessary documents.

    Small accessory structures such as doghouses, benches, garden decorations, barbeque equipment, etc. are exempt from these regulations provided they do not have a footprint that exceeds 50 square feet.

  • In general it takes 5-14 working days for applications to be reviewed and approved at a staff level. A more detailed review or the submittal of an incomplete application may can extend the review time necessary.

  • Portable or temporary pools with a maximum width of 12 feet and which is less than 100 square feet in area shall only be permitted in the residential zoning districts and shall comply with all other requirements for private swimming pools in Section 1104.08 U of the Zoning Code.

    Zoning Certificate is required for any pool with a depth of 24" or above.

    These Zoning Certificates are only required one time as long as the pool and the fence go in the same location every year and all regulations are followed.

    All pools, no matter the size, must abide by the setbacks of the property.

    These requirements may appear to be extreme when installing a temporary pool, but HUNDREDS of needless deaths occur each year from swimming pool accidents.

Police Department - Vehicle Related

  • If your vehicle was impounded, you will need to come to the Tallmadge Police Department in person to sign a release for you vehicle. The signed release is required in order to retrieve your vehicle from the tow company holding the vehicle and cannot be released without it. Vehicles are released to the registered vehicle owner only.
    As the vehicle owner, if your vehicle was towed due to driving under suspension (DUS), operating the vehicle while intoxicated (OVI), or Wrongful Entrustment, in certain cases your car cannot be released until at least your initial appearance in court answering to those charges.
    The court may issue you a vehicle release document at that time that you must present in person at the police department, or, the court may order that your car be immobilized for up to 180 days, or forfeited, depending upon prior DUS or OVI offenses.

  • Ohio law requires all drivers to stop immediately after an accident and exchange information with the other party(s). The information that you should exchange with the other party(s) includes: - Name and address - Driver’s license number - Vehicle make, model, color and license plate number - Insurance company and agent - Note the date, time, location, witnesses and any injuries
    If you wish an accident report, call the police. If the vehicles are drivable, move the cars off the roadway to prevent the occurrence of another accident.
    Leaving the scene of an accident prior to either exchanging information or calling the police is considered a hit-skip.

  • You may sign the waiver and mail it with your payment to the Tallmadge Police Department or pay in person at the station. Payment may be made by check or cash (exact amount only). If paying by check, please make payable to City of Tallmadge and reference the parking citation number in the memo area of the check.
    The fees are calculated based on the length of time that passed between receiving the citation, and the time when it is paid: - Within 72 hours: $5 - After 72 hours but within 30 days: $10 - After 30 days: $100
    If the citation falls within Code 351.23 (Handicapped Parking Only) - Within 72 hours: $50 - After 72 hours but within 30 days: $75 - After 30 days: $100 - The fine for a third violation of Tallmadge City Code 351.23, or any other violation within a calendar year and every violation thereafter: $100
    If payment is not received within 45 days following the violation, a citation to the Stow Municipal Court will be issued.

  • You may renew 90 days prior to the expiration date. After your expiration date, there is no “grace” period, and you can be cited for having an expired driver license.

  • On Ohio registered vehicles, window tint must allow 50% light transmittance on the rear and side windows, and 70% transmittance on the windshield. In other words, the tint cannot be darker than 50% on the side and back, and 30% on the windshield.
    Remember that auto glass is slightly tinted from the factory, and will make the tint you apply on your windows darker than advertised by the tint manufacturer.
    Additionally, no reflective material is permitted on any part of the windows and decals are prohibited on the rear window and below the Approved Safety Glass (AS1) line on the front windshield, except a State of Ohio Vehicle Inspection sticker.

  • The police department takes pride in the service we provide to our community. If you have a complaint or question regarding how a call was handled, the first step is to contact the officer’s sergeant.
    If that does not resolve the matter, the sergeant will arrange for you to complete a written complaint form outlining the specifics of your complaint. The lieutenant will follow-up on all formal complaints.

  • Protection Orders issued by the Municipal or Common Pleas Courts in a criminal case are temporary. They expire at the end of the case or sentencing of the defendant.
    Civil Protection Orders issued by the Domestic Relations Court can last up to five years and may be renewed. Civil Protection Orders issued by the Domestic Relations Court can also address issues of custody, division of property and financial support.
    A defendant in a domestic violence or similar case can be arrested for violating either.

    Dispatch maintains a log of lost/found animals and can provide further information or assistance.

  • The Auxiliary Officers provide vacation watches in the form of an exterior security inspection of your home while you are away. If a problem is observed, contact will be made with the key holder that you designate.

  • In August 2008, the Tallmadge Communications Center was moved to the city of Stow.

    Stow telecommunicators answer both 911 and non-emergency 330-633-2181 calls.

  • Make a police report with the department. At that time, you will be provided with a police report number and referred to the annoyance bureau of your phone company.
    With the report number, the phone company will initiate a trap/trace on your land line phone for a set period of time, and the results will be forwarded to the Police Department upon completion. Cellular phone related matters should be referred to your provider.
    To aid prosecution, keep a notepad by your phone to record the days and times the harassing calls occur so the phone company or prosecutor can match the offender's phone number to the tap records.

  • The City of Tallmadge has partnered with Dynegy (formerly Energy Harbor) for electric aggregation.

    The contract rate with Dynegy is 8.63 cents/kWh from May 2025 (June 2025 billing) through May 2026 (June 2026 billing).

    There is no early termination fee and you may enroll at any time.

    Beginning in May 2025, residents and small businesses in the Tallmadge Natural Gas Aggregation Program with Eastern Power and Gas transitioned to a variable rate that is $0.05 per Mcf lower than the monthly Standard Choice Offer rate. This rate will remain in effect through March 2026. The current SCO rate can be found at Energy Choice Ohio.

    There is no early termination fee and you may enroll at any time.

    The approach must be between 20 and 30 feet wide. For residential approaches, asphalt must be 3 inches thick, and concrete must be 6 inches thick within the right of way. For commercial approaches, asphalt must be 5 inches thick, and concrete must be 7 inches thick within the right of way. Please review the full specifications here.

    As outlined in the permitting process, a pre-pour inspection and final inspection are required for your bond to be released. Pre-pour inspections must be scheduled at least 12 hours before pouring. You may schedule your inspections via the permitting portal or call the Street Department at 330-633-5130.

  • If you find a traffic signal not working properly, or a bulb is burned out, please notify the Street Department. Gather as much information as possible such as the address of the light, the direction and the issue.   • Clean up following a major storm could take 12 to 16 hours to complete after the storm ends. The main roads are always plowed first, then the secondary roads. Once those are completed, the side roads are plowed. Clean up could go on for several days after the storm. Despite the high level of service provided, no guarantee can be given that the roads will be completely clear of snow and ice.

    Plows must make four to six passes on a street to clear it curb to curb. It is best for residents to wait, if possible, until we have finished plowing before shoveling out your driveway approach. We cannot prevent snow from being deposited in driveway approaches.

    The Street Department only salts hills and intersections on residential roads; we are limited to our annual salt deliveries so we must limit the amount of salt we use.

  • Yard damage from severe storms is unavoidable. If your devil strip (also known as the tree lawn) gets damaged, please call the Street Department at 330-633-5130 to report it.

    We will arrange for an inspection of the damage and take care of the required repairs. Please note that these repairs might not be completed until spring.

  • Mailboxes are sometimes damaged or knocked down during snow removal. This is inevitable due to the force and the amount of the snow.

    If your mailbox is damaged by a city plow truck, call the Street Department at 330-633-5130 or Submit a Request through the City of Tallmadge Services portal to report it. We will send someone out to inspect the damage and either repair or replace your mailbox with a new or lightly used mailbox. We use mailboxes from our inventory. Color and size may vary. This repair may take a week or two depending on the weather and manpower.

    • Most golf carts are classified as under-speed vehicles (a three- or four-wheeled vehicle with an attainable speed on a paved level surface of not more than twenty miles per hour and with a gross vehicle weight rating less than three thousand pounds) and these are not permitted on the roadway according to the Ohio Revised Code (ORC 4511.214(A)(2)(a)).
    • Some golf carts may fall into the category of a low-speed vehicle (a three- or four-wheeled motor vehicle with an attainable speed in one mile on a paved level surface of more than twenty miles per hour but not more than twenty-five miles per hour and with a gross vehicle weight rating less than three thousand pounds).  These may be driven on any street with an established speed limit of 35 mph or less (ORC 4511.214(A)(1)).
